All 90D RAW files are .CR3 (Canon Raw version 3), just like all 80D RAW files are .CR2 (Canon Raw version2). I presume youโre rather asking how to distinguish normal losslessly compressed RAW from lossily compressed CRAW.
Canon's DPP will display .CR2 RAW files and convert them to .JPEG if you like. Since .CR2 is a proprietary RAW file format exclusive to Canon, I wouldn't expect Windows Photos or Explorer to display files in this format natively.
